I've never seen a spiderweb to be salvaged but a lot of clearly magical items will salvage dust, and when you get on the other side of the mountains a lot of stuff drops dust all the time. It probably won't be too hard to get someone to part with some if you get in good with them. I had somebody give me all the dust I needed to get my elemental suit when I was still in Ascalon and the Breach.

You need the dust latter to make viles for ink. Unless you are a monk, you will have little need for dust.

I needed dust for something or another for my elementalist I think. I got my dust from spider webs.

magic staffs and wands also hold the dust like DrSLUGFly said. I have lots if you want to buy some.

If you're high enough level, there are some Fog Nightmares in Talmark Wilderness southwest of Temple of Ages. They drop a lot of Shadowy Remnants which salvage into glittering dust and often they'll drop bags of 20-40 glimmering dust. I hung around a bit and farmed 250 dusts before I knew it.

I got my dust a long while ago now. All I needed it for was for one of those Flaming Eyes. I've decided that buying crafting items is a lot faster and cheaper than salvaging them.
